The IDF’s tunnel discovery and sealing operations are ongoing. The concrete plants were designed to enable rapid, large-scale infill operations—to inject massive quantities of concrete into identified underground structures before Hamas can relocate or repurpose them. Contractor companies operating the plants have been notified by the Defense Ministry that their employer will change from Israeli military authority to the United States.
History of Material Diversion: Why This Matters
The transfer represents an institutional response to documented failures of past oversight. In previous conflict cycles, when concrete and other building materials were delivered into Gaza nominally for reconstruction and humanitarian purposes, Hamas diverted substantial quantities for military use.
Specifically, the terror organization used seized concrete to repair tunnel systems damaged by Israeli operations and to construct new underground infrastructure.
