U.S. President Donald Trump told the Financial Times he is “not sure” whether the United States will grant Ukraine licenses to produce Patriot interceptor missiles, walking back earlier signals of support for one of Kyiv’s top defense priorities.
In a phone interview, Trump said “we’re looking at it” but stressed caution: the U.S. must be “a little bit careful of who we licence to.” He described the Patriot as “a very extraordinary weapon” and noted that “we don’t really license equipment.”
The comments came shortly after a White House meeting with Ukrainian President Volodymyr Zelensky. Zelensky had described the talks positively and said Trump “accepted that he will give us licenses” for Patriot interceptor production, along with discussion of other ideas to strengthen Ukraine’s defenses. Zelensky also met with representatives of the systems’ producers around the same time and expressed hope for co-production.
Trump had earlier indicated support during a July meeting with Zelensky on the sidelines of a NATO summit, stating the U.S. would give Ukraine “the right to make Patriots” and help show how to do it. That pledge was seen as significant because Patriot interceptors are critical for shooting down Russian ballistic missiles targeting Ukrainian cities, and U.S. stockpiles have been constrained.
In subsequent remarks, including at a cabinet meeting, Trump reiterated that no final agreement has been reached, calling the technology hard to transfer and raising the possibility that recipients could “someday turn on you.” He has emphasized that his overarching priority is ending the war rather than expanding missile supplies. “We’re not looking for missiles. We’re looking for peace,” he said, reported FT.
The shift highlights ongoing uncertainty in U.S. support for Ukraine’s air defenses amid efforts to push diplomatic resolution of the conflict with Russia. Production under license, if approved, would likely take significant time to establish and could face practical challenges, including vulnerability of any Ukrainian facilities to attack. Officials and analysts note that Ukraine continues to face shortages of interceptors while Russian missile and drone strikes persist.Trump has also indicated that envoys may travel to Ukraine in coming days as part of broader efforts focused on ending the fighting. The situation remains fluid, with Kyiv continuing to press for both immediate defensive capabilities and longer-term industrial cooperation.
