A surrogate mother is sounding the alarm after discovering the shocking identity of her client.

The woman, a single mother whom CBS News is referring to as “Judy” in order to protect her privacy, was told that her client was a single father who wants a big family.

But, she wasn’t told that this man is Xu Bo — a Chinese billionaire.

According to an explosive report from CBS News, Bo has fathered at least 100 children in the United States through surrogates.

When a woman CBS News will identify as Judy, to protect her privacy, saw an ad on Instagram advertising surrogacy for $120,000, she signed up to become a surrogate. A single mom of a 7-year-old living with her father, she hoped to make enough money for a place of her own.

“I wanted to build a better life for me and my daughter,” Judy said.

After signing her contract with the agency, Patriot Conceptions, she says she was told that the intended parent was a single father looking to expand his family. She said she asked how many surrogates he had hired, and was told the number was significant — close to two dozen.

“I can’t be exact, but I know it was a large number and I just kind of sat with that information thinking, ‘You know, that’s a lot,’” Judy said. “That’s a lot of kids at one time.”

She said she felt bound by her contract, needed the money, and followed the advice of friends and family who urged her to keep moving forward.

Leaked documents obtained by CBS News named the intended father as Xu Bo. A Chinese billionaire and video game executive, Xu Bo has been reported to have over 100 children through U.S. surrogates, granting them American citizenship at birth. A former partner involved in a custody lawsuit against Xu Bo claims he has as many as 300 children.

Xu Bo disputed these numbers in a statement after the Wall Street Journal published an article in December 2025 on Chinese billionaires having multiple children. The statement says Xu Bo has custody of 12 children born through surrogacy in the U.S.

Xu Bo recently posted a photo on social media of over 100 young children seated in rows. A few days later, he issued a statement in Chinese saying, “Mr. Xu Bo believes in the philosophy that more children bring more blessings, and he wishes for all his words and actions to benefit the long-term development of the Chinese nation.”

“The agency should’ve been very transparent from before getting matched … about who it is that you’re having a baby for and what the family is,” Judy said in one of the first public comments from a surrogate carrying for Xu Bo.

Judy said she has asked to meet the intended father at least five times, without success.

“It leaves me wondering: do I even have a right to know?” she added.

Because of birthright citizenship, all of the children Xu Bo has fathered through surrogacy are U.S. citizens.

It remains unclear what his motivation for having so many surrogate babies is.

But, in light of the Trump administration’s efforts to crack down on birth tourism, this case shows exactly why restrictions are needed.

It also proves what a mistake it was for SCOTUS to strike down President Trump’s executive order limiting birthright citizenship.
