A federal judge in Boston has blocked most of President Trump’s executive order on elections, including a requirement that voters provide documentary proof of citizenship when registering to vote.

 

U.S. District Judge Denise Casper, an Obama appointee, ruled that the Constitution grants election authority to states and Congress—not the president—and said Trump’s election directives violated the separation of powers.

The court’s final ruling bars federal officials from enforcing provisions requiring proof of citizenship for voter registration, imposing Election Day ballot receipt deadlines on certain states, and conditioning federal election-related funding on states adopting those requirements.

The ruling follows a preliminary injunction issued last year and leaves the challenged provisions unenforceable unless reversed on appeal, a step the Justice Department is expected to take quickly.
