Josh Hawley Wants Abortion Biz Criminally Charged for Mailing Illegal Abortion Pills
Sen. Josh Hawley is calling for criminal charges against a left-wing abortion group for operating as the hub that facilitates the mailing of illegal abortion pills into pro-life states where such drugs are banned or restricted.
In a letter sent Thursday to acting Attorney General Todd Blanche, the Missouri Republican referred Plan C for a criminal investigation, describing the organization as a “left-wing dark-money operation” that serves as the “referral and logistics hub” for distributing abortion drugs into states that prohibit them.
Hawley said Plan C connects women in states such as Florida, Oklahoma and Texas with foreign centers and online vendors willing to ship the dangerous abortion pills despite state laws restricting those shipments. The group also directs users to vendors selling the drugs without prescriptions, identification or medical consultations, even while acknowledging on its website that some pills “are not regulated or inspected by the US government.”

Plan C further advises users on how to limit their “digital footprint” by recommending privacy-focused browsers, virtual private networks and encrypted email, according to Hawley.
The group’s own site warns that users could face legal consequences but states it is “up to every individual to decide what level of legal risk they are willing to take.”
Hawley noted that Plan C refers women to sellers willing to prescribe abortion pills through 14 weeks of pregnancy — beyond the Food and Drug Administration’s approved labeling for mifepristone and beyond limits set by several states.
The senator argued that the activities could violate multiple federal laws, including provisions of the Federal Food, Drug and Cosmetic Act covering prescription drugs, laws prohibiting the importation of unapproved drugs into interstate commerce, and federal conspiracy and aiding-and-abetting statutes.
“I therefore respectfully refer this matter to the Department to open a criminal investigation into Plan C, its relationship with potential co-conspirator manufacturers, and the network of suppliers it promotes,” Hawley wrote, adding that the investigation should include foreign centers and online vendors shipping abortion drugs into the United States.
Hawley’s referral comes as reports show more than 328,000 abortion pills have been illegally shipped into pro-life states as of December 2025.
Those shipments, averaging about 15,000 pills per month, have circumvented laws in states that enacted abortion bans or other restrictions following the Supreme Court’s 2022 Dobbs decision — resulting in the deaths of unborn children in states where their lives are supposed to be protected.
The mailing of abortion drugs has long been prohibited under the federal Comstock Act, which bans the distribution of items intended to produce abortions. Pro-life states have sought to enforce their protections for unborn life, but the shipments have continued to undermine those efforts.
