In an explosive turn that could shake the very foundations of Florida’s electoral system, veteran and former Hillsborough County Supervisor of Elections (SOE) candidate William “Billy” Christensen is blowing the whistle on what he calls “a coordinated, internal manipulation of democracy.” Armed with damning evidence, Christensen has submitted a formal criminal complaint to state authorities, calling for immediate investigation into doctored official election reports, statistical anomalies, and digital tampering surrounding the 2024 General Election in Hillsborough County.
“This isn’t just administrative negligence, it’s systemic corruption. And it threatens every Floridian’s right to a free and fair election,” Christensen declared in a statement Monday.
At the center of Christensen’s complaint is the final certified election results report from the Hillsborough County SOE, helmed by incumbent Craig Latimer, ironically, the very race in which Christensen ran.
A forensic review of the publicly released PDF report revealed clear digital tampering, visible editing marks, and graphical layering embedded directly in the final version. These anomalies, which bear the hallmarks of post-processing in tools like Adobe Acrobat or Microsoft Word, are suspiciously concentrated around the SOE race.
“The report appears altered, and the artifacts weren’t scrubbed. That’s not just sloppy, that’s fraudulent,” Christensen notes.
Even more disturbing: these anomalies appear nowhere in the SOE’s reports from prior elections dating back over a decade.
Furthermore, critical data fields, such as “blank ballots”, which are historically included, were omitted entirely. Blank ballots can be a red flag for voter suppression or tabulation irregularities. Their absence raises the specter of deliberate concealment.
And perhaps most damning: the chain-of-custody for the final report is solely under the control of the SOE office. The Canvassing Board certifies what is provided to them. If the document was doctored before delivery, the public, and even the Board, may have been duped.
Christensen’s complaint highlights what appears to be statistical impossibility in the 2024 SOE race.
Craig Latimer lost both in-person early voting and Election Day voting, an unheard-of scenario for an incumbent. Yet he somehow pulled off a last-minute “victory” via vote-by-mail (VBM), collecting more VBM votes than any other candidate on the ballot, and over 20,000 total votes more than Kamala and nearly 1000 more than Trump.
“Let me be clear, Craig Latimer received over 20,000 more votes than Kamala Harris and nearly 1000 more than Trump in Hillsborough County. In a Republican-leaning electorate. That’s not just improbable; it’s mathematically absurd.”
This outcome is not only statistically anomalous, it’s demographically inconsistent with voter behavior patterns observed across the state. Down-ballot candidates did not see similar VBM surges, and exit polling does not support Latimer’s dramatic VBM advantage.
When paired with a visibly altered report, the evidence points to a potential manipulation of the digital or tabulation systems. not simply a political fluke.
This is far from the first scandal to rock the Hillsborough SOE office.
In 2023, the office was quietly breached, resulting in the theft of more than 58,000 voter files, including sensitive personal information like Social Security Numbers and Driver’s License data. The FBI is investigating, but the public has received no meaningful accountability or transparency about the breach to date.
Latimer himself has previously drawn ethical scrutiny for using taxpayer time and resources to campaign, and for accepting over $3 million in third-party “Zuckerbucks”, private election grants that critics say undermine public accountability.
“The people of Hillsborough County deserve better than digital coverups, missing ballots, and backroom games. This isn’t just a failure, it’s a threat to democracy,” Christensen said.
Christensen’s complaint also raises a profound question about public trust in governance. In an era of tax-conscious voters and economic anxiety, Hillsborough County somehow passed a property tax increase, even though 67% of voters identify as fiscally conservative or moderate.
“They’re telling us that while voters overwhelmingly backed tax reduction across the state, this county voted to raise property taxes? On paper, maybe. But in reality? I don’t buy it, and neither should the public.”
Christensen is calling on the Florida Department of Law Enforcement (FDLE), the Governor’s Office, and even the U.S. Department of Justice to intervene immediately. His complaint demands:
A full criminal investigation into document tampering and election fraud;
A forensic audit of all SOE digital files and election tabulation records;
Preservation of all communications within the SOE from October 2024 to present;
Referral to the State Attorney or Ethics Commission; and
Full public disclosure of findings.
He has submitted annotated documentation, side-by-side report comparisons, and video evidence now circulating on social media, where outraged voters are already mobilizing.
“I took an oath to defend this country from threats foreign and domestic. If our own institutions become the threat, then it’s up to people like me, and all of you, to stand up and stop it.”
This is not just a Hillsborough issue. With Florida increasingly seen as a bellwether state, what happens here reverberates nationwide.
If Billy Christensen’s claims are validated, and all signs suggest they warrant serious scrutiny, then we’re looking at one of the most significant election fraud scandals in modern American history.
