Russia’s Foreign Intelligence Service (SVR) has issued a stark accusation, claiming that the United Kingdom and France are actively collaborating to provide Ukraine with nuclear weapons or related capabilities, in a bid to alter the course of the ongoing conflict.
In a statement released by the SVR’s press bureau, the agency alleged that British and French elites are unwilling to accept what it described as inevitable defeat in Ukraine. The SVR asserted that London and Paris view the supply of a so-called “Wunderwaffe” — a “miracle weapon” — as a means to strengthen Kyiv’s negotiating position for ending hostilities. This could include a full nuclear bomb or at least a “dirty bomb,” according to the Russian intelligence claim.
The statement specified that, based on SVR information, the two Western countries are currently addressing the logistics of transferring such weapons and their delivery systems to Ukraine. It highlighted the covert provision of European-made components, equipment, and technologies. One option reportedly under consideration is the French TN-75 compact warhead, originally designed for the M51.1 submarine-launched ballistic missile.
The SVR noted that Germany has “prudently refused” to participate in what it called this “dangerous venture.”
Russian intelligence further contended that the UK and France are fully aware their alleged actions would constitute a severe breach of international law, particularly the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and could undermine the entire global non-proliferation regime. To mitigate backlash, the primary focus of the purported plan is to disguise any nuclear capability in Ukraine as an independent Ukrainian development rather than a foreign transfer.
The SVR emphasized that the evolving situation in Ukraine offers no realistic path for the West to achieve victory over Russia through conventional Ukrainian forces alone. It described the alleged plans as “extremely dangerous” and evidence that London and Paris have “lost touch with reality.” The agency warned that hopes of evading responsibility are futile, stating that “nothing hidden will remain undisclosed forever.” It pointed to “sober-minded” figures in Western military, political, and diplomatic circles who recognize the global threat posed by such reckless policies.
The accusations come on the fourth anniversary of Russia’s full-scale invasion of Ukraine and have prompted immediate escalatory rhetoric from Russian officials. Dmitry Medvedev, Deputy Chairman of Russia’s Security Council, warned that any transfer of nuclear technology to Kyiv would “radically change the situation” and could force Russia to employ tactical nuclear weapons against targets in Ukraine, as well as potentially in France and the United Kingdom.
Neither the British nor French governments have directly confirmed or provided detailed responses to the specific claims in initial reports, though Western sources have previously dismissed similar Russian allegations as unsubstantiated or propagandistic. Ukraine has consistently denied any pursuit of nuclear weapons, noting its historical relinquishment of inherited Soviet arsenals under international agreements.
The SVR’s statement has also drawn calls from Russia’s Federation Council for parliamentary investigations in the UK and France, as well as appeals to international bodies including the United Nations, the International Atomic Energy Agency (IAEA), and NPT review mechanisms.
“At present, according to the information available to the Russian SVR, London and Paris are actively working over the issue of providing Kiev with a weapon of this kind, as well as with means of its delivery. This involves a covert transfer of relevant European-made components, equipment and technologies to Ukraine. As an option, the French small-size TN-75 warhead from the M51.1 submarine-launched ballistic missile is being considered,” the press bureau pointed out. At the same time, “Berlin has prudently refused to take part in this dangerous venture,” reported Russian state news agency TASS.
