Kansas Overrides Governor’s Veto of 5 Professional-Life Payments to Save Infants From Abortions

Kansans for Life is celebrating a successful 2026 legislative session as all key pro-life priorities are set to become law after the Kansas Legislature overrode Governor Laura Kelly’s extreme vetoes. This session marks the 15th time the pro-life movement has overcome the Governor’s veto pen in the last four years.

Earlier this year, Kansans for Life outlined several legislative priorities focused on strengthening women’s right to informed consent, ensuring pregnancy resource centers can operate freely, and keeping Kansas taxpayer dollars from being used to subsidize the abortion industry.

The Legislature successfully overrode the governor’s vetoes of the following measures in 2026:

The Pregnancy CARE Act, which protects pregnancy resource centers (PRCs) from discrimination by any state or local government entity based on their refusal to perform or refer for abortions. In other states, PRCs have faced taxpayer-funded misinformation campaigns and even legal threats for declining to disclose donor information or promote abortion services. The CARE Act ensures pregnancy centers in Kansas can continue providing free resources and support to women without government interference.

House Bill 2727, which strengthens enforcement of Kansas’ informed consent laws by giving women a clear and accessible path to hold abortionists accountable when those laws are violated.

House Bill 2729, restores women’s access to critical information before an abortion is performed. The Kansas Department of Health and Environment will develop a standardized informed consent form containinginformation already required under Kansas law, including fetal development, abortion risks, alternatives to abortion, and where women can find help if they choose life for their baby.

The Legislature also overrode vetoes of two pro-life provisions included in the state budget:

$3 million in continued funding for pregnancy resource centers through the Pregnancy Compassion Awareness Program, which supports more than 50 pregnancy centers across Kansas that provide free resources and assistance to women and families.

A provision ensuring Kansas taxpayer dollars are not directed to abortion businesses through Medicaid.

“These victories reflect Kansas’ continued commitment to protecting women, families, and preborn children,” said Jeanne Gawdun, KFL Director of Government Relations. “Even after Governor Kelly vetoed each of these measures, the Legislature stood firm to ensure that women facing life-altering decisions receive accurate information and real support.”
