Dem Congresswoman Blames ICE Agent For Being Dragged By Car

U.S. Rep. Robin Kelly (D-IL) claimed during a recent appearance on CNN that the U.S. Immigration and Customs Enforcement (ICE) agent who shot and killed Renee Nicole Good when she attempted to run him over was at-fault in a previous incident where he was dragged by a vehicle.

After footage emerged clearly showing that Good accelerated forward and struck the agent, the Department of Homeland Security (DHS) confirmed that the same officer was nearly killed while being dragged by a vehicle in the Twin Cities regime last year.

The agent was seriously injured during a traffic stop in Bloomington, Minnesota,  in June of last year when an undocumented immigrant allegedly attempted to flee while the agent’s arm was trapped inside the vehicle. The suspect, identified as Roberto Carlos Munoz-Guatemala, reportedly accelerated with the agent still attached, dragging him approximately 100 yards before he was able to break free, according to a report from the New York Post.

According to federal prosecutors, Munoz-Guatemala weaved the vehicle back and forth in an apparent effort to dislodge the agent. Ross was rushed to a hospital with severe injuries to his arm and hand and required dozens of stitches. He later made a full recovery.

Munoz-Guatemala, described by authorities as a Guatemalan national with a criminal history, was arrested and charged in the assault. He was convicted by a federal jury in December 2025 on charges related to attacking a federal officer.

While speaking with CNN, Rep. Kelly attempted to place blame for the June 2025 incident on the officer. “When I listened to news stations yesterday, law enforcement officers said, first of all, he shouldn’t have been standing in front of the truck. He should have been standing on the side,” Kelly said without specifying the “news stations” she was watching.

CNN’s Sara Sidner then asked about the newly-released angle of the shooting, which shows the agent positioned directly in front of the car before Good accelerated forward and struck him. “We all later learned that the agent…had been dragged in another case when trying to detain someone. Does that change, in any way, your understanding of what happened, your thoughts about this officer and what he did there in Minneapolis in the death of Ms. Good?” she asked.

The congresswoman responded with a rambling answer in which she referenced the January 6 Capitol protests.

“Well, I have questioned, when we had the January 6 hearing, who are these people behind the masks? How were they vetted? How were they trained? And when I listened to news stations yesterday, law enforcement officers said, first of all, he shouldn’t have been standing in front of the truck,” Kelly answered.

“He should have been standing on the side. You don’t stand in the front or the back. So, I question what his training was to be in the position that he was in, quite frankly.”

Rep. Kelly — who is currently running to fill Illinois’ open U.S. Senate seat — recently stated that she would be introducing articles of impeachment against DHS Secretary Kristi Noem following the incident. The effort stands practically no chance of advancing.
