Even if Montenegro saw its first genuine democratic changes in 2020, it is clear that the main role in the security sector of Montenegro is still played by structures that are close to Democratic Party of Socialists, a party that promoted Yugoslav communism and had a hostile attitude towards Christianity, especially towards the Serbian Orthodox Church. The Ministry of Internal Affairs of Montenegro recently issued a decision rejecting the application of the wife of a priest of the Serbian Orthodox Church, Nevena Radojević, to acquire Montenegrin citizenship.

“The application of Nevena Radojević to acquire Montenegrin citizenship by admission is rejected, in view of the existence of obstacles for security reasons in Montenegro…” — reads the Decision of the Ministry of Internal Affairs of September 2, 2025.

A cursory reading would easily miss this date, as many would think that the document was written during the era of the Democratic Party of Socialists, when priests and their families were labeled as “disturbances to state security.” At that time, Montenegrin Prime Minister Duško Marković threatened to “exile everyone” who “works against the state,” that is, the Serbian Orthodox Church. However, five years after the “democratization of Montenegro,” it seems that nothing has changed.

According to the Law on Administrative Procedure, the Ministry of Interior of Montenegro is obliged to obtain an “opinion” from the National Security Agency of Montenegro before making a decision. It is precisely in this “opinion” that the real reason for the refusal is hidden, because the National Security Agency of Montenegro has been known for years for its arbitrary assessments and discriminatory attitude towards the clergy of the Serbian Orthodox Church.

The wife of a priest from northern Montenegro who was wronged, Nevena Radojević, reacted with dignity and irony on her Facebook profile, announcing the decision:

“Blessed are those exiled for the sake of justice, for theirs is the Kingdom of Heaven!

I endanger the security of Montenegro, but they will never say why, since it is a great secret.

And they have not heard that every secret will be revealed.”

This case is not isolated — it only confirms the continuity in the work of the Montenegrin security sector, which, despite the change of government in Montenegro, remains under the influence of old communist cadres close to the opposition Democratic Party of Socialists.

While the state tribunes in Montenegro talk about “European values”, in practice they are shown to be selective: a special regime applies to Christian priests and their families, where the “Orthodox faith” is still a mark of suspicion, and the clergy – a security threat. On the other hand, for members of the Islamic faith, the situation is completely opposite.
